I'm in doubt now, does hp set increaser to base health of character include or not bonus health from gear? 3 hp sets increase base health of a character by less than 30% from base health based on my tests

Mods only work off the stats locked into the character. This means that any health added by an open gear set (i.e. g12) does not get used in mod calculations.

It only includes bonusses from gear from finished tiers.
If you're at lets say g10 5/6 slots filled, those 5 slots aren't included, but those 5 slots are inlcuded once you're at g11.

Only counts against the base health for closed gear sets. So all that G12 gear with the nice health increases won’t be counted since G12 can’t be closed yet
