Droideka basic: “scaled based on the difference in their Speed”

Can we please get some clarification on what on earth Droideka’s basic means? What’s the “scale”? Can we get some examples?

    X= (Enemy speed - Droideka speed)
    That gives + x% offense if result > 0

    If difference is, say, 14 speed, it gets +14% offense

    What I don't understand is why every hit deals a different amount of damage though. The swgoh.gg mechanics say it has zero damage variance on the bonus attacks (although it does have 500 variance on it's actual attack).

    Is there another source of variance I'm not thinking of?

    Edit: I'm confusing the basic attack with the special attack so ignore me /facepalm
