Counter attack probabilities

What are the stats for counter attacking? Retribution seems not to work at times and I have wondered about it for a while now.

There was no foresight or dodge in cases I have seen a toon fail to counter attack.

The retribution buff is 100%.

In the current meta there are several ways to not have a counter even with the buff.
- target dodges
- target has foresight
- assists
- SA buff
- passing the SA buff

Yes you listed 2, but the other 3 are just as prevalent.

Attacker having stealth prevents counterattacks too.

Edit: Or acquiring it in the process of attacking - GMY's AoE for instance.

Corrupted Battle Meditation lowers counter chance.

Some attacks cannot be countered, like Vader’s AOE or GG’s basic.

I wish I was recording. My yoda did his aoe while he had the sa buff and the enemy yoda with retribution counter attacked.
