As matchmaking was adjusted for char only GAs, tie breaking system would have to be adjusted as well. Accordingly, in case of a tie, player with higher character (not total) gp wins!
Imo even if it wasnt, players who focused on fleet should deserve this tiny advantage for awhile because for the first few mths of GA, we were perpetually matched against players with 200k more squad gp than us even when we couldnt use our ships at all.
Hoping it’s still based on total gp and never gonna get fixed.
