Palp and thrawn are a tie. They can both be achieved with the same team, Phoenix.

It's one of the reasons they are such a highly recommended starting team.

Ultimately, the best route is thrawn you can get Phoenix for thrawn then palpy. You can use those two plus two others to get r2. Also, Kannan and Ezra can be used for GMY.

There all good characters to max but r2 will get you cls and cls led rebels in arena is an offensive powerhouse. Palpatine is making a comeback as well though with revan showing up in arena. They're both good counters though
