Are Darth Revan teams immune to Stagger?

the lead says "Sith Empire allies are immune to Turn Meter reduction while they are debuffed" Stagger takes away turn meter after the person takes damage, thereby clearing the debuff immediately and THEN reducing the turn meter. does anyone know if the Revan lead makes Stagger worthless? i would love to find some way of countering the DR teams now that the proposed change to Malak will basically nerf zPalpatine and zMaul leads from getting your guys faster than their god mod DR.

Stagger counts as debuff even if it is removed in the process. It activates its 'debuff entity' till the end of the attack while turn meter removal tries to activate but can't because it is blocked from DR.
