Why enemy ship attacks first?

Enemy's Home One attacks me first, also he calls first for reinforcements. Why if:

My admiral Ackbar power: 18552
Enemy's Ackbar power: 18342
My Home One power: 47640
Enemy's Home One power: 47168

Both ships have the same speed 178. Speed depends on commander power right? So ****??

If both ships have the same speed and there is nothing else to affect it (like Tie Fighter) then it will result in a coin flip for who gets to go first.

When multiple ships have 100% turnmeter at the same time, it's random who goes next.

There isn’t a big enough difference in the GP for the ships to have a speed difference.
