How is remove TM calculated?

For example if enemy has 300 speed how much will Nest's skill remove? 20% from the 300 or 20% from the default speed?

20% from however full the enemy’s TM bar is. If they have 50% TM, they will then have 30% TM. It wouldn’t really make much sense to remove 60 speed.

Speed is a measure of how fast the TM jar fills. When the TM jar is full, it empties and you get a turn

TM removal empties the jar equal to that percentage, or drains completely if it equal or less to that % when it triggers.
