What happened to "we've only just begun"?

In just 6 months, how do we go from this:
We take cheating at Galaxy of Heroes very seriously and are tirelessly working to identify and remove cheaters from the game. You may have noticed or have heard that one of our investigations resulted in a mass banning. Well sit tight, cause this purge is just beginning (insert sinister laugh here.)

to this:
If we detect excessive mod moving in Grand Arena, we will issue you a warning

Do you all just not care about the integrity of your PvP modes? Even when banning, it's only for a week. Why would cheaters care about a week long ban?

If you aren't going to make an actual effort to stop this, why even have the game modes? And stop with this "recently notified" nonsense, people have been bringing this bug up since the inception of TW. It never went away.

Maybe because in this particular case, it can be in some cases hard to tell whether the exploit was intentional or not. Of course, if you see that your opponent has no mods on characters during the setup phase, it's pretty clear what's going on, but there are going to be much more suble cases.

Also because some people may not have thought it was cheating since the game let them do it. It's different from an apk hack that nobody could think wasn't cheating.

I'm guessing there is a sizable amount of P2P folks exploiting this.

Please feel free to discuss this in a direct message with the dev team.

Many of the bans from the quoted time there were gauged on the sevarity, some were a few months.
