Can someone explain badstilla fear?

My badstilla is faster than my opponents and I land fear 1st. But when their badstilla goes she still lands fear on my team.

It was my understanding that the opponents badstilla shouldn't be able to land fear if she has fear already

You are probably referring to Bastila Shan (fallen)'s new ability, Force Bond. More specifically the line, and I quote: "enemies inflicted with Corrupted Battle Meditation can't inflict debuffs on enemies when they use an ability (excluding Raid Bosses)".
The keyword here is "use". This means that debuffs from active ability's (Basic and Special) are blocked by this ability. Since characters "actively use" those ability's. But debuffs from passive ability's (leadership and unique, excluding those that add debuffs on basics and/or specials) are not affected. Those can still be inflicted.
