To be fair, that's a pretty terrible mod everywhere except the +18 speed, and not being able to slice it to 6 kills its longevity. But it's obviously far from useless, and to say otherwise is foolish. Mod depth is everything in ga/tw, and a +18 speed offers fantastic depth, regardless of the rest of the stats. It's perfect for someone like fo officer who literally only needs speed.

I mostly agree with this. I will say that I don't think longevity is a problem, we need so many mods for so many toons (Thanks to TW/GA) that I will always have a place for a +18 speed mod somewhere.
Another thing to keep in mind is that this specific mod is a diamond. Mine is on JKR, who has a very low armor rating to begin with. The difference between the defense primary on a four dot and a five dot is fairly insignificant for him. A four dot +18 diamond is way more valuable on him that a five dot +10 diamond.
EDIT: Another good toon you can use a four dot on is one like Hoda or C3PO. They don't need defense or offense at all.
