Who would you attack first

The question is who would you attack first, and why

Depending on your team, HRS. Problem will arise if you have a Sid, or a character with an AoE that applies debuffs, if that is the case you should kill Ackbar.

Hrs can deal damage and gain turn meter (4 himself and full team). And he's fast

Don't underestimate the Turn Meter gains, especially with HRS.
Besides, if you target the Scout first and you miss just once, you're pooped. He will attack first, then Han comes up and gives Scout another 2-3 free turns, not to mention the rest of the squad.

Akbar, you can kill him quick & with him around OB's debuffs are just going to compound problems.

Should always be Han, with the possible exception of using Dooku to tie up Old Ben.
Han is deadly only after he taunts. Get rid of him immediately and that team isn't a major threat.

If I were to replace Ben with GS to make Ackbar(L),Han,HRS,Biggs,GS, would you still target Han/HRS?

Yes, Han before anything. GS is too fast anyway.

His unique means he gains 100% TM when someone crits on him, with a relatively high HP of 12k at lvl 70 and 15K at 80, also he has a short cooldown assist (its bugged but not a problem). If Ben has given offense down/Ability block then Biggs could get 3-4 attacks if biggs isnt dealt with initially by a canon.

HRS is very fast. If you can kill him before his turn, do it. If not, focus fire Biggs.
