Master plan, ships and who goes first

Mirror match. same speed on akbars ship, my capital ship goes first and uses master plan. None of my ships get to take a turn, enemy cap ship uses master plan and all 4 of them go twice in succession and wipe my whole team. Is there something I am missing in terms of game mechanics??

your fighters + his fighters full TM: RNG to see who wins and goes next

rinse & repeat until nothing left alive will full TM, then start adding TM
