You need a paper C3P0 to make it easily work, if you leveled him up then it's much harder if not impossible (anything is possible with rng and best mods).

most people level their legendary characters so since most people leveled C3P0 they can't run this easy solo team.

Devs reward not leveling characters now haven't you seen GA?
