HSTR mechanic inquiry

I put a zeta on Ahsoka and several times in p4 (only Traya) she didn’t assisting special abilities under a Galactic Republic lead. Is their a hidden mechanic? She’s not isolated and not dazed. It reminded me of what happens with Visas sometimes in p1 where she won’t assist until after her next turn. Anyone else experience this? I read through raid details again and I got nothing.

She assists just if a Galactic republic ally uses a special ability
