How does feats work?

The answer is not "well, you do them, and you get Championship points". No, I'm looking for a much more elaborate answer that requires experimentation and data across multiple accounts within the same division.

I am wondering if everyone gets the same feats? Will they get the same feat whether or not they completed previous feats ahead of time? I've completed Fist of Separatists already and gotten a feat for Galactic Republic that's each 2 weeks long. Let me know your data.

I have not completed Fist of the Separatists, and I do have Hand of the Republic.
