Order of level 8ing Endurance's abilities?

It is my arena cap ship.
I just 7*ed it. So now I can level 8 all the abilities.
I think the decision comes down to either bringing the 1st 2 to level 8 that each gain 30% damage

Or the 1 that gives retribution for 2 turns to all allies.

I think that the +30% damage helps a battle early on.

If it helps take a ship out early, that is oodles better than retribution damage late in a battle.
