There are cheaters running around for several months, getting reported over and over again, even admitting they cheated, but nothing happens. And you guys are talking about a zero tolerance policy?

And now the guys adressing this problem in the community via Youtube are the bad guys because they "violate the user's agreement"?

This. I don’t think the right way to exploit cheaters is by exploiting their strategies. I can see why CG might not like that.
