Do buffs stack to mod bonuses or compound on top of?

I am wondering if I use a CC primary 6dot (+20%) on a toon with a base of 25% CC for 45% CC how will CC up buff be added. Will the toon get CC up buff extra 25% bonus is from the base 25% CC of the toon for a 51.25% CC or the toon including mods at 45% for a 56.25% CC. Anyone who can answer would be greatly appreciated. I suspect this has been asked before a million times.

Mods are added and becomes the new base for the character

So for example, a toon with 25% CC with a +20% CC primary will have 45% CC as his new base CC, and all buffs or debuffs will add, subtract, multiply or divide with 45%

Critical Chance up buff just adds 25% CC to whatever is the current CC, regardless of what the base CC is

So a toon with 25% CC with no mods with CC UP will have 50% CC

and a toon with 45% CC with CC UP will have 70% Critical Chance

Ughh. Duh!!! Thanks. I actually knew that but was over thinking things. The answer is that it stacks but doesnt compound which makes sense. Thanks again for settling my going off the tracks.
