Basic Mode Secondary & Primary Stats Source

I was wondering if anyone knows the source the developers used to obtain these stats. I've noticed that they have gotten a lot better in terms of accuracy so any help would be appreciated, thanks.

Maybe the wrote them themselves? They did develop the characters and probably have some idea on ways to mod them.

Edit: Thank you for pointing out this part of the recommendations, I have always ignored the in-game recommendations (thus never clicking the i) because they have only give recommended sets
