Echo's basic not updated

Hi, so I was testing the clones in arena for the GR server, trying to figure out why I couldn't get echo to give tm to rex, only to reread his basic and to find out the basic didn't get updated from the forum post rework reveal? It should read "FINAL TEXT(UPDATED): Deal Physical damage to target enemy. This attack deals 15% more damage if Echo has Critical Damage Up. Grant the weakest Galactic Republic ally 25% Turn Meter." Correct?
