Same number of players gives closest matches

We have had a number of great TWs in a row where we had the same number of players as the opponent. This TW we fielded 48 players, but only had to set 19 defense squads per territory, meaning that the enemy were only about 38 players.
This was the most uneven match I have seen in a long time.
Why can't the number of squads be set to be roughly equal in the matchmaking? Is there a problem to find opponents for these high end guilds when they field relatively few players?
It is basically a given loss every time we have significantly more players than the enemy guild.
