Fracture on Characters: Speed set to 0, can't gain buffs, bonus Attacks, or bonus Turn Meter.
Fracture on Raid Bosses: -50% Speed (doesn't stack with Speed Down), can't gain buffs, and -30% Counter Chance

The fracture ability(not the same thing as the debuff) has 4 steps to it.
1. Deal damage 4 times.
2. Dispel buffs (taunt is reapplied here and stays since Bossk does not yet have the fracture debuff)
3. Remove 50% TM
4. Apply Fracture debuff.
I understand that this is the whole sequence, but for example when Bossk is fractured I don't get a buff from other characters. So if he can't from others then he shouldn't.

If you dispel his taunt again WHILST he is fractured (not the dispel from the "Fracture" ability) , he won't regain it.

In summary, this is the sequence of events from the moment you hit thrawn’s middle move...
- Thrawn dispels taunt
- Bossk reapplies taunt
- Thrawn applies fracture
If you were to dispel taunt again, it won’t come back.
