Vulture Droid debate

Hello fellow Holotable Heroes from all over the galaxy! Now let's get back to business, Malevoilance the next capital ship being introduced to Star Wars Galaxy of Heroes will come soon enough, most likely during the light side teritory battle. Now how it will come is up to debate if it will be part of the tb mk2 currency or if it will be unlockable from some kind of event or some new raid, but regardless this isn't the point of the thread.
So Vulture Droid was stated at launch that he's equivalent to a gear XII character 7* char and ship, meaning that if you get Vulture Droid 7* and level 85 you will get that equivalent in power. Now we have gear XIII + 7 levels of relics. The question is, will Vulture Droid scale to gear XIII or even gear XIII + 7 relic levels or will remain at gear XII level?.
I would say that at gear XIII would be the most balanced version. If you also give him relic levels he will be the best starting ship by a long shot and if you let him at gear XII he will be one shoted by literally half of ships with crews who have 5+ relic levels.
Hopefully CG will clear that up as fast as possible.
