Actually I think its wai. You are supposed to be matched with people in the same division, and if you, lets say, went over 2.5 million gp, you go up a division. Yoy can't remove mods etc go get back down, since you have at one point been above 2.5
the difference between stats Galactic power and character screen GP has nothing to do with divisions, but the maximum might actually affect matchmaking. But they could make it more clear and say maximum GP achieved and the character screen should say current GP.

GP in the roster shows current GP.
So you probably removed some mods and lowered it
while you current GP can be dropped by changing mods
