Assist and basic ability procs

Does anyone else feel that assists should only include dmg instead of also granting the ability proc?

I feel that a assist to Rey that then one shots anyone who isn't tanky and gives foresight is way too over powered. There are many examples here.

This would of course make support characters like Daka and RG much worse on assist teams, and would be a huge nerf to phasma. But I think personally it would be more balanced.
