Why isn't Cad Bane a Separatist ?

If Jango has the tag, Bane should definitely have it as well, right ?

Jango fought for the separatist in the begining of the clone war, and lost his life on hands of Mace Windu.

Cad Bane was a bounty hunter who was just hired to do some killing. If you put the tag to Cad, then the rest of the BH should have imperial tags, which is not right.
