How did I have 6 Survivors and 3 Unused slots?

Not 100% sure but I think any reinforcements that haven't been called count as unused slots. I beat my opponent's fleet without calling any and I got 66 banners.

You don't. Each unused slot is worth three banners:

If your cap ship is only 5* and can only call in 3 reinforcements, does that count as an unused slot?

Oh, ok. I thought it was saying I had 3 Unused slots, but now I see it as saying 3 banners for one unused slot.
