ARC can't be revived for some reason. But fives cant because his Zeta would be op.
Fives doesn't revive anyone....when they get to extremely low health, he sacrifices himself and heals them up. They never die so there's nothing to revive. Also, there is nothing in ARC's kit that says he can't be revived. His kit specifically says something about the turret being summoned if he revives.
Theoretically, they could be revived by Elder, CHS or Daka. Not that it would make much sense to pair them up with those toons but the game mechanics still need to be in the game. The point of the Fives' sacrifice is that once he gives himself up and gives the 501st allies those stat bonuses, you can't bring him back. The point with ARC's kit is that the turret summons when the battle starts....if he's revived, it re-summons. Doesn't mean those are going to be common occurrences but they are simply informing us of the rules that would be at work in those scenarios.
The fact that Fives can't be revived does not necessaily mean there is a clone coming with a revive mechanic in his kit.
The part of Fives's kit that prevents revives is there to assure that there is no chance to abuse the transfer of stats to other 501st clones by plugging in any character that revives.

Fives doesn't revive, he prevents the toon from dieing, which is different, so it works normally on ARC
