I don't remember seeing a "reason" for Vulture Droid being 7.1 weeks after the shipment date of 9/10/19.
However, the Cadence says that it should come APPROXIMATELY 4-6 weeks after being introduced to shipments. After the 6 week period ends, the expectation is that the next patch with content would contain the unit.
There were a couple of minor patches between 10/22 (the 6 week end time) and 10/30 (the actual farmable date), and they were all hotfixes and emergency patches to fix the broken Starforge Shutdown. Seems like that was the studio's top priority, and as soon as it got fixed, the next update had the Vulture droid.
The only time I can remember the Cadence being overlooked was the timing for moving Xanadu Blood into shipments. They missed that, and added it the next patch (and set the farmable date based on the original expected shipment date).
Every single Galactic Chase unit so far has fallen within the same expected timeframe as though it were a Marquee. While there has been no specific promise on timing, it's a reasonable assumption that this will continue.

Indeed. Any new units in cantina will slow down our relic upgrades. This is likely intentional, to incentivise spending however. Of course, a cantina unit can get to 7* faster and cheaper than a hard node.
6 months in a hard node is the expected timeframe for a unit that is baseline 3* after Marquee, and the node is never refreshed. This is untenable and will always result in you being behind.
Refreshing the node once daily (25c/day) drops that to 3 months. Refreshing it twice (75c/day) drops it to 2 months.
However, if a new unit is required for a legendary, journey, or EC, the historical release timeframe is about 3-4 weeks after the last unit becomes farmable. In order to meet that timeframe, you need to purchase ~140 shards through shipments and refresh the node twice per day to hit 7* within the first 3-4 weeks post release. Not counting crystals for energy refreshes, this should cost approximately 13,500 crystals per unit (11,200 in shipments + 2,250 for 30 days at 75c per day on refreshes).
A Marquee unit released to a 16 energy cantina node can be farmed up to 7* in ~29 days at 300c per day (8700c total). Of course, of you preemptively bought the 140 shards in shipments, it'll only take 15 days (4500c) at that point, for a total of 11,200+4,500 = 15,700.
However, if you're already budgeted for 300c per day in cantina energy, that 4,500 is effectively "free" and just puts you 15 days behind on relic farming - which is enough time to farm enough materials for 1.5 characters from r0-r7.

See Crumb's post. No "content update" scheduled, ergo it had to wait.
They dropped a big update on 10/9 that had Clash on Kamino. This would have been the first "possible" day for Vulture Droid according to the cadence, but I guess they didn't want to include it at that point. Then they released nothing for 3 weeks (most likely because they were busy fixing the Malak bug).
