So now we can use Malevolence in phase 3 and 4 (for that we need 7* malevolence). But why we can't use Malevolence in phase 2 (with a 6* malevolence)?

Tbf it makes absolutely no sense to require empire ships over separatist ships for a clone wars battle.
They should focus much more on malevolence as a requirement for dsgtb.
Well considering the Malevolence wasn’t out when DSGTB was released kinda factors into that
