Unable to use Mats on high level characters

I have 16 t2 mats and 57 t1, but I can't use them on any of my level 52 characters, except for leader skill. This isn't because of a level issue, for example my Chewie only has level 3 attack, so I only need 5/5 t1/t2. I can apply to lower level characters. I'm pretty sure it's a bug, unless there's an unwritten cap on the total level of upgrades a character can have at a certain level. Thanks.

Due to bad design, there are three ability materials but only the first two are shown initially. Scroll down and you will find the real gate to high-level ability unlocks...
Good news is it's Sunday, do the ability mats challenge.
