The far more cynical view on this would have been if one of the P2 missions would have required Mal from the very start. "It's not intended to be beaten yet" would have fallen right in line with LS philosophy.
If I were a conspiracy theorist, I’d suggest they limited Malevolence to p3/4 so people couldn’t get an easy win in p2. As a 6* Malevolence owner that’s absolutely destroying everything, this notion does hold some water.
