Question re. Stacking

Apologies if this has already been asked, but I couldn't find a thread.

TFP's unique has a unique that grants % cance to gain foresight each turn based on the number of debuffed enemies. For now, let's use a low level, with 27% chance.

Now, if there are 4 rebuffed enemies on the opposing team, is this guaranteed foresight (4x27=104%), or will the game run 4 separate checks, each individually carrying a 27% chance?

Also are there other characters for whom a similar streaming question might apply? Let's clear it up here in one place.

I believe it will be Run X event Y times. So for each of the 4 enemies, you will gain 10% turn meter and roll on the 35% chance. That's how Starrk works with his "for each" abilities. I could be entirely wrong, so let me know.
