What determines how much i can request for gear. Some of them I can request 10 others only 1. Do i have to donate more to request for more or is it just program determined by what the gear is?

On topic, the above is correct, each piece of gear has it's own quantities that can be transferred when requested. There is no way to change that, unless the devs change it.
