I don't keep all my mods though. This doesn't account for the countless number of mods I've acquired and sold. The more mods you get, the better your chances of having better mods.

Unless I’m misunderstanding what you’re saying and also misunderstanding these numbers, it’s not that TVF is hitting speed more often. All this shows is that TVF has more speed rolls on the mods he has on his roster.

I think we can safely ascertain, taking into consideration why the data is skewed, is that CG's claim that the chance of any given stat upgrading is equal (e.g, 25% chance for each), is accurate.
(I never doubted that case, but some days of farming slicing mats, it certainly felt like only 1 in 10 speed upgrades).
