Talzin revives ignore annihilate?

Is a revive from Talzin (either the kill on basic or spirit blade assault) supposed to revive a NS that was annihilated? I had annihilated Daka, but she was revived later in the battle by one of these mechanisms. Is this WAI?

If you don't have the omega on the annihilate it's normal, if you have the omega, it's not normal
