When exactly does toon lock occur for TW? In the current TW, my Geono Spy is still listed at t9, even though I upgraded him to t10 during the previous TW.
when you join. if you upgrade someone just leave and immediately rejoin. too late now as event has started. Note: for GAC you can't leave and rejoin, so roster locks when you join and that's it. No idea why your Spy thing is happening

That's what I thought. However, I joined this one about an hour before it started, and as mentioned, the upgrade occurred while the previous one was running. It wasn't even something that happened recently.
