Nute Gunray Zeta not dealing max health damage

Tried reporting this on the bug site but it wont go through.

Squad is: Dooku Lead, B2, IG 100, nute, assaj.

He is supposed to do 5% max health damage when a separatist ally inflicts a debuff. This just simply does not happen when I play with this squad.

Can you prove it with a video? 5% health seems real easy to miss, but it seems to work fine for me
