Shaak v Rex mods

I've been farming shaak and clones: Rex, echo, fives, and Sgt (arc is a long way off).
All need gearing up, but I just got lucky when slicing the mods I stuck on shaak.
It's a speed set with a tenacity speed arrow and a tenacity circle with health primary. Speed arrow and secondaries give 88 speed before you count speed set bonus.
Rex has a speed and health set with speed arrow, offence triangle and cross and protection circle. 72 speed from arrow and secondaries before speed set bonus.

My question is who should get which set, bearing in mind the squad composition above? Should Rex get speed but drop offense, or should shaak keep the speed?
