Best way to split up Resistance

So we have 15 Resistance characters now with 3 leaders amongst them.
I know I'm not even close to unlocking Rey, but is this about the best way to make 3 viable teams out of them?
Or who would you switch?

At least not viable until Resistance Hero Rose Tico comes to the holotables.
