-Jedi Luke is only unlockable at 7* because he's a "legendary" level character. You need multiple characters at minimum relic 3 to unlock him. The link below has the info on his event.
R3 is the requirement a d you really don’t need more. I push ClS and wampa to r4 but I don’t think it’s necessary. Wedge antilles pilot in this event are needed but even with g10 you can do it. The event is cool not too hard.

What are banging on about? He's a 7* unlock. To qualify for the event you need a bunch of characters at a minimum of r3.
