Snowtrooper Unique Busted

So, I actually put some mats into Snowtrooper to get his unique to 5 for an empire span team in lower dark side levels. However, its acting oddly. It seems to be only granting other Empire allies TM on multi-kills, but on single target kills, it not only fails to grant TM, but the amount Snowtrooper gets is halved. It's very odd and annoying.

I'm testing it as I farm. On , he Grants TM sometimes, and not others, it more seems random on if it works, mostly failing.
