3 and 4 dot mods??? Why are they still in the game??

With the new advancement to upgrading 6 dot gold mods to 6 dot green, to blue... Why does the mod challenges still give us 3 and 4 dot mods??? The 3 and 4 dot mods are a complete waste to be awarded to us players, if they cant be brought to 5 dot level, why in the hell are they still in the game. It is like a slap in the face, especially to us f2p players. 3 and 4 dot mods have a less of a primary stat than the 5 dot mods. For the players who have been playing from 5 years ago, do you remember, to be able to farm speed mods; we needed a team of resistance toons (JTR). So from the time where certain factions were necessary, those end game player were able to farm speed mods, on a regular basis.. and the way the mods used to upgrade a long time ago, those who were able to farm these mods with the factions they aquired early on were able to really distance themselves, with high sencondary speed stats, mod sets...
WHY ARE 3 AND 4 DOT MODS STILL IN THE GAME??

Because new players / accounts need something they can use until they unlock 5-dot mods.

To be honest, since the rework on MODs - you dont really need any level to access the 5 Dot mods - if you've got 7* toons, you're going to be able to beat it/ some/ most battles. At least new players didn't have to get lots of different squads together to access different mods like we did in the beginning!

This......but also because not all rewards are useful.

A better question might be:
Why can't we slice 3 dot to 4 dot and 4 dot to 5 dot?
It probably wouldn't be worth the effort to do it though.

Another question could be:
Can we get another tier in the mod battles that only rewards 5 dot mods?

First question: because keeping and upgrading even more potentially good mods would be more of a mess than the system already is.
Second question is a good one, that would be a nice update.
Or at the very least, let us sell mods directly from inbox, if giving 3 and 4* mods is absolutely necessary.
