So lately I've been able to get numerous toons to gear 13 and give them at least 1 relic level boost. However I've noticed that even at relic 4 some of my best toons seem to be underperforming in any battle I use them in. A good example would be emperor palpatine. At the moment he's fully Zeta'd, has all 6 mods sliced to 6 dot and is at relic 4. However he doesnt seem to be doing as much damage as other toons that are at the same stage of development. At what point does a toon become even slightly effective enough to do noticable damage? I can understand mods may have a say in some of it as well as class of attacker they are (tanks are known to not deal as much damage as attackers or special damage specialists might be prone to being better resisted) but with the amount of time and resources required to get a toon to relic 7 is a stretch when the end result is just mediocre.

You can look up some guides to see what teams you should be going after.
And yes, mods also make a difference.
And you want to be very careful about who you take to g13 and high relics. As crazy said follow some guides
But you also get him to live longer than at low relics so he can do stuns and shocks to keep the other team under control long enough for the high damage dealers like vader to take out the other team.
Relic charaters tend to get a bigger boost from the % based secondary than flat secondary this is a shift with release of relics
Not that the flat values are bad now however % boost matter more

1.04% offense is about the same as +100 offense
