Division 3 profiles in a division 4 grand arena

Hi just confused with the divisions that make up grand arena.
Currently I fall in division 4 and division 3 is greater 3.09m. however, there is a profile I’m up against with almost 3.2 million ?
Isn’t divisions supposed to determine who you verse?

Most likely explanation is they were below the GP when GAC launched but have done loads of upgrades since
