Galactic Challenges Modifiers

We need more faction modifiers. Currently, each faction has the same one every time. I bring this up in part because when this mode was announced, it sounded like the intention was to have all modifiers randomized from a pool of options, which isn't happening. Factions are locked into their modifiers since they only have the one. The globals don't seem to vary that much either based on the planet. I bring this up also because currently, the Rebel modifier The Odds allows them to largely ignore the Thermoregulate global modifier. By potentially attacking several times in a turn, they put out an enormous amount of damage relative to how much time they spend clearing the global debuffs in comparison to other factions. This, in my opinion, is verging on broken, as there's really no way for players to affect that outcome given that it is entirely RNG.
