Tank Takedown Sim Requirements

Hoping someone can help clarify the requirements. We currently have 36 7* General Kenobis in the guild. No one has recently been added but some folks have left (the number 36 is what we had when the raid was set to launch). We received the notice we only have 33 7* GKs in guild. We've had some inactive players and I'm curious if their idle status brings our count down. If that is the case, can someone show me where that is in the requirements?
