Vader leader ability

Vader leader ability. Level 1 starts at 25%. When I upgrade to level 2, it now says 17.5%. Is this right?

It's a display issue, it's dosent actually start at 25%. It is showing you the max potential of the stat. It's only a visual bug and happens with many characters when you first upgrade thier abilities
