Whats the deal with Upgrading abilities?

I looked in the FAQ and it didn't seem to give a good enough explanation. Ive noticed that once I lvl up I'm able to upgrade only 1 of my high lvl characters abilities. It seems that before I choose what character's ability to upgrade when there are a few available to be upgraded it closes or no longer allows me to upgrade any other of my higher lvl toons. Anyone else having this issue?

Used the search tool in the forums and found out that you had to scroll down.and.not be a ****. problem solved.
